UK EMERGENCY — SOMEONE INSIDE

Locked out with a baby, a young child, or a vulnerable person inside — the UK guide (999 might be right, not a locksmith)

The UK fire service does attend genuine safety situations where entry to a locked-in person is needed — free at the point of use, and often faster than a locksmith. If there is any real welfare risk (hot day, unresponsive, hob running, medical need), dial 999 and ask for the fire service. Do NOT wait for a locksmith in that scenario. The three-tier guide below tells you which number is right for which situation.

Which number to dial — three UK tiers

Genuine safety emergency — dial 999
Situations
  • A baby or young child is inside on a hot day (car or house), especially in a locked car with no ventilation.
  • A baby or child is inside and unresponsive to you calling through the door or window.
  • A vulnerable adult (dementia, unwell, elderly) is inside and you cannot get a response.
  • A hob, oven, or heater is running unattended inside and you can smell smoke or gas.
  • Anyone inside needs urgent medical attention (medication, insulin, allergic reaction).
Action

Dial 999. Ask for the fire service. The UK fire service does attend genuine safety situations where entry is needed — free at the point of use, faster than a locksmith, and they will not damage the door if it can be opened without doing so. Do not wait for a locksmith.

Wellbeing concern — dial 101 or 111 first
Situations
  • A baby is inside sleeping, safe and quiet, but you cannot get in and the child-minder cannot cover.
  • An elderly parent is inside, capable and unhurt, but you are unsure how long they can safely wait.
  • A young child is inside with a responsible adult, but neither has a key and both are anxious.
  • You cannot verify the person inside is definitely OK, but you have no direct reason to think they are not.
Action

Dial 101 for police non-emergency, or 111 for the NHS non-emergency line if the concern is medical. Explain the situation — they will advise whether the situation is a 999 escalation, or whether waiting for a locksmith is the right call. Either way you have a documented duty of care recorded.

No welfare concern — locksmith is the right call
Situations
  • The person inside is a competent adult who is safe, warm, and can wait 30-60 minutes.
  • There are pets inside, but they have food and water and are not in distress.
  • You are locked out, nobody is inside, and no hobs / hazards are running.
Action

Follow the general 90-second plan (linked below): try free options first (spare key holder, back door), verify the trader before you call, and send the copy-ready booking message. Prioritise a genuine local trader over the first Google result — the doorstep price gets safer with less time pressure.

The UK numbers — memorise these three

999

Genuine safety emergency — child or vulnerable adult inside with a real welfare risk, or hob/heater/gas running. Ask for the fire service; they attend and force entry with minimal damage, free at the point of use.

101

Police non-emergency — wellbeing concern that is not immediately life-threatening, or an officer to wait with you while you sort a locksmith at 3am.

111

NHS non-emergency — medical concern for the person inside that is not immediately life-threatening. Can escalate to 999 for you if warranted.

Frequently asked questions

Does the UK fire service attend a locked-in child?+
Yes — the fire and rescue service attends genuine safety situations where entry to a person is needed. That specifically covers a child (or vulnerable adult) locked inside a house or a hot car when there is a real welfare risk. It is free at the point of use, faster than a locksmith on most rotas, and their training is to force entry with the least damage possible.
999 or 101 — which do I dial if my baby is locked inside?+
999 if there is any welfare risk — a hot day, a cold day, unresponsive, needs medication, near a running hob or heater. 101 if the baby is safe, warm, quiet, and you are certain there is no immediate risk — 101 records the concern and advises whether to escalate. If in doubt, dial 999. The dispatcher will de-escalate to 101 if the situation does not warrant a full response.
My elderly parent with dementia is locked inside and I cannot get a response — what do I do?+
Dial 999 and ask for a police wellbeing check plus fire-service entry. Dementia plus no response is a welfare risk — not a lockout. The police can enter a property under common-law powers where they reasonably believe someone inside is at risk of harm. Do not wait for a locksmith in that scenario.
Will the fire service charge me for attending a child-locked-in call in the UK?+
Fire and rescue service response is free at the point of use in the UK for a genuine safety situation. Some services do charge for repeat non-emergency call-outs, but a child or vulnerable adult welfare situation is not that class of call.
What if the situation is not quite a 999 emergency but I still cannot leave the person inside for an hour?+
Dial 101 and explain the situation. If they judge it warrants attendance, they will send an officer — often faster than any locksmith. If they judge it does not, ask them to note the concern anyway (so there is a record) and follow the general 90-second-plan for a locksmith. Meanwhile, ask a neighbour to keep talking to the person through the letterbox / window so they are not alone.
Can I break a window if my baby is inside on a hot day?+
Yes if you have to — the priority is the baby. But dial 999 while you do so; the fire service will often arrive within minutes on this call class, and they can do it with less damage. Do not delay the 999 call to try a locksmith first.
